I have a Belmont Barber chair from the late 60’s early 70’s.?

This chair is a great conversation piece in my bar. The chair is mint. The problem is I purchased it and stored it for two years. The previous owner did something to it to lock the swivel function and the hydraulic lift when we moved it. I’ve looked underneath the chair and tried to figure it out for hours on how to get it unlocked; but, I can’t figure it out. I can’t get in touch with the previous owner as he is no longer alive.
